Okay so before i begin, yes i know the r9 295x2 is dated and that the 1070 rivals it in all games. However, i already own one.

My friend is offering me one which he barley used for 280 dollars. My question though however is will 2 r9 295x2's work with the i7 4790k?

I know it only has 16 pcie lanes, but Ive heard amd cards can run in 4x mode, and I was also unsure if since technically only 2 pcie lanes were being physically filled that both 295x2's would run in 8x mode or what. So will it work or nah? Also my cpu is oced to 4.8ghz so i dont think there'll be a bottleneck there.

I also have a 1600 watt psu so no power troubles.

the should in theory be 8x 8x otherwise it will run 4x 4x 4x 4x which is still fine

it should work , and they would run in 8x /8x . however , do consider the heat.
