Fps capped at 20/25 HELP

Hello guys my fps is capped at 20/25

 

I tried re-installing drivers, disabled that xbox shit DVR or something like that

 

and still got this bug ( and i did restart the pc after all the prosesses. 

 

vsync is off

 

but i do have good fps at league of legends

 

I7 6700K

 

gtx 1070

 

16GB RAM

fps_max 300

Don't go above 1k

Are you sure the games are using the nvidea card?

You did play the games before with good fps right?
