I would also try a new power supply. When my brother, and I worked on my server build we got the same issue. We changed the PSU, and fixed.

Have you tried to boot with the video card removed and using the onboard video? His would help determine if the something is wrong with the PSU or the Video card itself. This is the next step in troubleshooting the type of problem you are experiencing after you have performed all that you have to this point.

Correct me if I am wrong but I have always found that if there is no bootable device found the BIOS will let you know with a message on the screen and not just dump the monitor. At the very least you will have a flashing cursor on the screen. I would suspect the monitor going off has more to do with a bad PSU or something wrong with the graphics card or some other hardware item. 

 

When you boot it up does it make it completely thru the BIOS boot sequence?

I can make it into the bios just fine, as soon as I boot into my usb drive and get started with windows installation I get to the language selection screen and then it just dips out on me, everything will remain on inside the case all the fans and gpu. I'm going to try a different usb drive when I get home and then try resetting cmos once more and trying a different psu to see if any of that will work.

 

edit: also going to try updating the bios as well

As I sit at work and think about it. I forgot to mention that my computer is plugged into an extension cable in which it's the master power, therefore when it's on my monitor and such will be powered on. Now that I think of it must be my power supply causing this issue if it's making my monitor shut off while keeping the internal stuff powered on. First thing I'll do when I get home is try a new power supply.
