The only issue is the only other power supply I have is a 550w evga from my old computer.

Depending on your motherboard, there are different ways of going about it, but the tried-and-true method is to power off the system, unplug it from the wall, hold down the power button(to discharge the system as much as possible) for a few seconds, and removing the big watch battery on the board for a few minutes. The CMOS chip will discharge and the BIOS will be reset to factory settings.

It's a start, and your guess might just be as good as mine. Troubleshooting can be kind of funny, and sometimes when you cut one head off, two will take its place.

Is the flash drive formatted correctly? Does it show up as a Windows installation device on another PC within Windows?

I'm leaning less towards hardware issues, and more towards an incorrectly formatted flash drive.
