Yes, it is. Unfortunately, I don't know of any that are under $25. Cheapest I've seen is $50 at Radioshack.

at 25$ i dont think your going to get much better than a syma s109 at that pricepoint its probably your best buy.

 

Although for slightly more I would suggest a WL toys v911.  its like 33$ with the controller.  Its has numerous advantages over the s107.

- slightly bigger than the s107

-4channels

-can use it outside in little bit of wind as its not a coax heli but uses a balance bar and swashplate.

-uses RF for control instead of IR. (this means its doesnt need the controller pointed at it, has better range, the sun wont swamp the IR reciever making it useless, and can be bound to turnigy 9x and flysky controllers)

-has tons of parts to upgrade it.
