Low GPU usage and Low FPS

yes but playing on FPS over 60 is really pointless, it opens you up to FPS drops and screen tearing and all that.

 

i see that you want to get the most performance you can and make sure you have no issues, and since you bought a prebuilt you can contact the ibuypower support and troubleshoot with them

And i bought this PC from ibuypower so i dont know.

Define "low FPS"? What number are you getting?
At which resolution are you playing?

What is the CPU usage?

ideally you want 100% gpu and 30% cpu usage in game, (having chrome and other applications open will make the cpu use higher so dw if you do)

 

but if you get 60fps+ id just turn on vsync and be happy.

 

 

also make sure its not thermal throttling

How can that be low? You already have higher FPS than any monitor you may have can show. You don't have a problem, all you have is overkill hardware for 1080p, so it just delivers while barely making any effort.
