In reference to water-cooling, I believe that it means Pressure Width Modulation. But I have absolutely no idea what it means? Or how it affects water-cooling components?

Pulse Width Modulation.

It allows for control of the speed of fans and pumps.

Pulse Width Modulation is a method of controlling and reporting fan speed, and is very accurate when implemented correctly.
