I'd like to change distro on a drive (that Budgie remix looks good), and I do have /boot/efi, /boot and data separated. But the data partition is encrypted with LUKS. If I install the new distro, how can I make it use the already existing encrypted partition? Never tried this before

No idea, sorry. But personally I would just install the new distro and replace the entire partition/drive. But then that shows my little knowledge of linux, lol.

You can still use it. I share encrypted data across distributions no problem.

Not quite. I had to install cryptsetup after installation and the I use gnome disk utility to mount it

Captain obvious says: do a backup before installation incase you accidentally erase your data.

A few years ago i used Ubuntu's automatic install option and it erased the wrong drive

let me know what the transfer speed you get and the raspberry pi version you are using. When I got the first edition of raspberry pi I put it on a powered USB hub with one mechanical 2.5" HDD, one wifi NIC; i could transfer files at 1mb/s. I havnt tried using my Rpi3 as a NAS because i dont think the extra cores and clock speed will make a difference

RPi2 with ethernet and USB 3.0 sticks as storage (just a single 32GB atm), 440MB file uploaded in around 2 minutes - so something like 3.5-4 MB/s

I was thinking about nexcloud, tornado, own cloud. I can't decide which to use. Iv just been using rsync between devices and my usb backup which can be kind of annoying doing things manually. If you try to create your own local cloud it gets very complex

yup, it does. I never tried Nexcloud nor Tornado, but Owncloud does it's job and it was easy to setup (even tho I had some problems with permissions on the usb mount directory, which looks like a common problem as there are a lot of results on google if you search for it)
