Welcome to the community.

You can install Linux on a USB flash drive or HDD partition and set up dual-boot. Windows 10 will not block installation of an OS unless you're attempting to overwrite the Windows OS itself.

Is this English language?

Assuming it is....

You've heard wrong. You can install Ubunutu on a rig that usually runs win10. If you want to keep the two separate you'd need two drives and then you'd have to tweak in the BIOS/UEFI everytime you'd want to swap between the two.

What do you mean? GRUB allows you to use 2 os (win10 and ubuntu) seperately even if you install on different drives

I meant installing two OS-es on two separate drives with two boot managers. That's the easiest way to keep things tidy if he needs that Ubuntu for just one project after which he's going to uninstall it.

oh yeah, that's so ideal but time consuming to jump to bios everytime. grub if he plans for long term usage

There is nothing the windows licence will do to affect the dual boot.

Id just make a virtual machine with hyper-v. Its built into windows.

What? He doesn't deserve to be a technician

VMWare could do if you want to use it permanently but dual boot is a way to go

On windows go to Settings > Update & Security > Recovery > under Advanced Setup > Restart now. Wait a bit and then select Use a Device > select your USB drive and it should restart to Ubuntu

You can setup a dual boot. You may want to partition your drive first. Also make sure that you're following an online guide to ensure that you aren't wiping out your system.

On second thought backup your system prior to even considering this.
