I've read up on forums but was unsuccessful. My AMD x4 845 keeps jumping around on its speed from 2.60GHz to 3.00 to 3.50 when used.
I want it to stop fluctuating its voltage and its speed and keep its multiplier on one number, as it's annoying. I wouldn't mind more fan noise from the heat as I use fairly loud speakers/Headphones all the time.

What options would i have to change in the UEFI to stop it?

Its just downclocking itself to save power i believe. I think you can change this in the windows power settings, not 100% sure.

It's doing that to save power since you aren't putting the CPU under full load. If you understand that you're pretty much just running the CPU at full blast even for lighter workloads, then:

Go to power options -> Change plan settings -> Change advanced power settings -> Processor power management (scroll down) -> Minimum processor state -> Change to 100%.

Your CPU will stay at the highest clock speed. Though please reconsider since it saves you power...

All CPU's do this, it's to save power, you don't need all the CPU's performance for light loads, so they down-clock.

I want to disable it completely. It's alright if it uses a lot more power.

Its was already set to 100% and still fluctiates.

It also generates more heat, and puts more load of the mainboards power delivery circuits, as well as the power supply. You can disable cool and quite don the BIOS and that will keep it running at 100% if you want it to.

Already disabled. Still does it.

Just now, System Error Message said:

all CPUs do this but sometimes a CPU does this even on load. I've noticed this when hosting a game server and have had to disable power savings and speedstep equivalent on AMD.

what's the equivalent on AMD?

dunno, i just googled it. On my fx CPU it can host space engineers well but it kept its clocks at 1.3Ghz making the game run in slow motion. after disabling it i got the full frequency and full speed in the game.
