I don't know how to explain this, but i let HWMonitor run in the Background when i open and play Dota 2, on High settings with a few things turned off, i saw these results, and thought is my GPU a bottleneck from this percentage useage? 

I don't know much about it but I'd like better opinion.

Looks like it. What are your system specks? This is just usage.

Some times the video card won't run at full power depending on the application (or driver setting, or something, I don't know). For example, I'm sure my video card can render Half-Life 2 at a billion frames per second but it's capped at 300 (and even that's pretty generous) because... what's the point?

I will try look into that tomorrow, but i don't know if it's the GPU i tried creating a lobby and join that, at some point at the loadingscreen my CPU all cores hitted 100% <- When i opened the game 

GPU hitted 84% suddenly and then drops, it max hitted 40% when a hero was picked and i ran around a little + higest CPU usage then is 60 50 46 46 % on the 4 cores.

Dota 2 has a lot of quirks. I am a long time player and I have a machine that is far beyond capped by this game. The way assets are loaded by Dota's engine is the issue. Not your computer. On first load into a game expect your percentages to go up, and unless you have a lot of varying map skins they won't do it again. You will how ever always experience that character selection lag unless you are the last to pick. Generally the assets for each character is loaded when they are selected and spawned in the world. Same with first map load. Only way to quell this is to have a very fast HDD or SSD but you will still experience it to some effect. No matter what, that high-time will take milliseconds and you will see it reflected in your percentages and visually on screen.
