Are both of the drives connected to one system. If they aren't you cna setup a network share.

Steam looks only at some predefined folders, so if you move any of the games away from what Steam considers your library folder(s), Steam will think the game is no longer installed.

 

Anyway, you can copy and paste the library folder.

 

EDIT: The above is missing a detail. Steam will think your game is uninstalled if you move the game's appmanifest file from the library.
