It is the literal cpu, it will contain the billions of transistors, if you look at a delidded cpu, it is the black shiny box underneath, right on top of the pcb.

 

The On-die graphics means that there is a gpu also inside the same black box along with a cpu.

 

This also applies to gpus, if you pop one open the black shiny die if the actual gpu die of the graphics card.
