Yeah, that's definitely out of control for that voltage/speed.  I know you already swapped they thermal paste, but make sure that the mounting mechanism for your cooler is providing enough clamping force on the CPU.  Make sure there is little to no movement.

Make sure you aren't running small FFTs on P95, it will abuse a CPU on the stock cooler.

 

Also how old is the cooler, fans start to go bad and loose efficiency with time so it may not be moving as much air as it should be.

A dead fan or fins stuffed full of dust will make the crappy stock cooler work even worse than they already do lol. Also, like I said earlier test it with something a little easier on the system like Cinebench, you already know the cooling is bad right now, so why run something like Prime 95 which is about as hard of a load you can put on a cpu. Blow the fins out if they're dust, see if the fan is spinning, test temps in cinebench, see what the load voltage is during testing. Reapply paste if you take the cooler off to clean out the dust. Those stock coolers can hide dust pretty good, you really need to take the fan off to clean one out really good. Hold the fan with your finger or a screw driver if you blow it off while its still mounted, letting one free spin from the compressed air isn't good on the bearings. If temps are still bad and you are worried... spend $30 so you can overclock your CPU anyways.

you want to make sure that the clips on the stock cooler are actually holding the cooler in place tightly.  To test that theory just run a benchmark and gently press on the heatsink to get it as close as you can.  Secondly, it could be the crappy thermal paste between the die and the IHS, which means you will need to remove the cpu lid.  Running the CPU so hot is probably not helping that.  Lastly, get a better cooler

Are your 980s blowers or open air? 

 

If they're open air don't be surprised that the CPU is getting toasty. Especially on that stock cooler.
