Issue with Pcie?

Is it possible to have both pcie x16 and x8 slots to have issues detecting gpu at the same time? I've never used the x8 slot before and from what I can tell, there's power from the pcie slots.  I haven't used the x16 slot since my last gpu died so I'm not sure when this became an issue. rx480 seems to work fine on an older computer so I don't think it's the gpu. Tried reseating, clearing cmos, updating bios, etc.

Apart from the Rx480 that I just received I don't have another one I can use to check as the previous card is dead. I've been using igpu for a while now, so it might be limited to pcie. Anyone know how long Asrock takes to RMA? I doubt they offer advanced replacements, shipping labels, or upgrades.
