internet speed issues

So recently, I have been having severe issues with my internet speeds. My upload speeds are fine, but my download speeds are terrible. (when downloading steam games it goes below 100kbs). Web surfing is generally slow, and videos take forever. I am using a wifi adapter plugged into a usb port on my mobo(tp-link tlw725n), and my router isnt very far (just down some stairs). Task manager says I have 1-2mbps while steam and chrome speed test say I have much less than that. Any suggestions or solutions?

 

BTW multiplayer games generally run fine unless i'm hosting. I usually have between a ping 50-80

Is the router controlling how many bytes it can dl?
