My i5-4670 is at 100% usage at all times when playing battlefield 1.

So I just upgraded my GPU to a Zotac Amp edition GTX 1060 6gb and whenever I play Battlefield 1 on Low,Medium, High, and Ultra settings with a frame cap of 60fps my CPU usage is at 100% always even at Low settings, My GPU Usage is only at 40-60% most of the time and there are a lot of frame drops, the fps is never stable it is at a range of 32-60 fps but the frame drops are VERY noticeable, I'm planning on upgrading my CPU, Motherboard and ram so that I Won't get any bottlenecks.

 

In fact if the GPU usage is less than the CPU usage at 100% then does that mean the real problem is not the GPU but the Processor?

Battlefield seems to be one of those games that love more cores/threads and i5s just get raped in BF1.

Battlefield has a lot of random occurrences that fare better on the CPU and are properly placed on it. There are some software issues currently though that are causing higher usage but the fixes can be found on one of the forum threads. I'll link to it as soon as I can.

This is normal.  It uses like 85% of my i7 at all times.  Most i5 users are reporting this at high-ultra settings.

Which won't fix this.

 

Even if Zen is faster than Skylake it isn't going to be significantly fast enough to compensate for 100% CPU usage, 100% CPU usage means it is maxing out that CPU, and will eat more CPU usage if you get a CPU that is only around 10% faster. Kaby Lake will not be 10% in regards to IPC, I doubt Zen will either.

 

Yeah, this will work because well the CPU doesn't need to prepare as many frames, capping to 60 with vSync will work too.

If the clock speed is the same, you might. If the speed is lower by an appreciable amount, no.
