hello all ive got some problems with my new gtx 1070...

my pc specs

i5 6600k (ive removed the overclock for stability currently)

16gb gskill trident z

corsair cx 500

segate barracuda 1tb wd blue 2 tb and a 250 gb ssd

and im upgrading from a gtx 960 2gb (pny) to a asus gtx 1070 strix

but first i upgraded to a gtx 1070 founders but i had the same problem as i do currently so i refunded it and a few months later i bought a gtx 1070 strix and that didn't have any mouse stuttering but it was performing worse than my 960 in 3d mark (about a 8000 graphix score) and when its under stress it dropped off to about 13 fps on high in doom so i got a replacement and now my mouse is stuttering in the same way as the founders that i first bought and it is running at about 4 fps in 3d mark

ive tried to resolve it but uninstalling all of my drivers for my keyboard and mouse and the re installing them, and then using ddu (display driver uninstaller) to purge my system of display drivers and then i reinstalled them and the problem still persists but the really weirs thing is when my mouse stutters my keyboard led effects stutter at the same time

im sorta on my last legs here and i feel  like im doing something wrong so plz halp

Uninstall all of your drivers thag say "nvidea" that will include your physx driver, graphics driver, GeForce experience driver, and I think audio driver. Then go to the website GeForce and select the automatic version. Complete the driver install and it should fix you if you haven't done that already. I had the same problem with mine a while ago.

corsair cx 500

well that might just be the reason

it's bad quality PSU and maybe after your upgrade, components need more power that this crapy PSU can provide.

The only thing left for you might be clean install of windows and see if that might help :) But it's higly unlikely.

Your psu probably can't handle the card. Also, try uninstalling the old gpu drivers.
