A 1070? Upgrade PC? New peripherals? Monitor?

You could, actually. From PB tech, I pieced together a build with an i5 6400, 8GB DDR4, RX460, 120GB SSD, 1TB HDD, and a 500W PSU with Windows 10 for about $1,200NZD. That doesn't include peripherals, but it's capable and not too expensive. With an i3 6100, that would probably be cheaper still
