Restart the PC if you haven't

Reinstall drivers

Uninstall game, delete all excess program files, reinstall

I suspect one of those will fix it if you haven't tried them. If not, you can go to more drastic measures, which would be first to take your 1060 out and try it on the integrated graphics, then to reinstall Windows.

I wouldn't recommend attempting Fallout 4 on Intel HD graphics, as it is infamous for crashing, and from my experiences on my MacBook Air (Intel Core i7-3667U, 8 GB DDR3, Intel HD 4000, Windows 8.1), I've only managed to get the game to get to the main menu a few times, and past the main menu only once, where it ran at 3 FPS according to Steam overlay.

Win10 is not the Problem. Deactivate Sound Hardware Acceleration if you have done the Driver reinstall and the Problem is still present.
