Maybe slightly, but you wont notice it at all with only a 60Hz monitor (They cant display past 60Fps). A 1070 is overpowered for 1080p 60Hz.

alright thank you for your advice. also i know its overpowered but im planning on upgrading soon so i bought the 1070 before hand

The i5 4670K will be the bottleneck in ARMA 3 because that game doesn't care about the GPU at all... rather, it's very CPU intensive. As for ARK, I'm unsure.

 

I'm assuming you're on playing on one monitor... there will be a bottleneck in quite a good number of games but you're not exactly going to notice it since you have a 60Hz monitor.

Personally, I would upgrade to an i7 4790K if you're going 1440p 144Hz. Higher FPS = more CPU bound. You're especially going to want the higher minimum framerates and more consistent frametimes of the i7. Plus, ARMA 3 will love it.

 

If you're sticking with 1080p, I'd say your current setup is fine.

No, the i7 6700K is only marginally faster than the i7 4790K. If you want to buy smart, go for the i7 4790K and overclock it.

Just gonna do my CTRL C -> CTRL V

 

10% difference in GTA V when both are OCed and most of the time the i5 just catches up to the i7 when it is OCed to 4.5GHz, who says that you can get that OC? Also that is with maxwell Titan X, not Pascal, so this is basically a 1070. This graph is by digitalfoundry.
You might look at it and think oh that is nothing, well now think about the i7 giving you a more stable FPS, now think about that the i5 when running at 4.5GHz bearly gives the same FPS as a stock 6700k and what if you cannot get your i5 to that, now think about if your CPU goes up to 80-90% or over, then you might get some stuttering. Lastly think about the future

and then you have this video that shows that at 1080p locked 60 FPS the 6600k at 4.5GHZ has a really hard time with a 1060. We even see 99% in witcher 3 and if you think it will get better in the furture then you are a fool, it will only get worse, when "next gen" games start hitting us in 2-3 years, then that i5 is fucked harder than it already is. Games are getting more and more CPU demanding.
