mATX is smaller and generally cheaper. Usually they only have 2 RAM slots and 2-1 PCIe slots

It really depends on the features you want from your motherboard. Budget mATX motherboards generally have fewer USB ports, fan headers and so forth. They also don't come with the most capable chipset either. It will do the job just fine though. Just make sure it has enough ports and slots for what you will need and you'll be fine.

Form factor is just a matter of size.

If you already have a case, that doesn't really matter. 

Look for a board with the features you want instead.

if it based on the prior MSI 970 ATX, it is not a motherboard for overclocking consideration.

for reliable overclocking the 990fx chipset usually has the VRM capable of handling voltages above 1.4v to make the processor quicker.

but you'll deffo need some excellent cooling to be having a best gaming experience.

just don't get the Gigabyte GA 78lmt USB rev 6. They are mATX but don't do great with Overclocking. And the ram only is supported up to 1066mhz. That is the Motherboard that I have now. Also it only has SATA 2 an PCI E 2.0. And a 760G chipset. I am going to try my luck with a used Gigabyte GA 990FXA UD3 Rev 4.0. That may be a goid choice for you for overclocking, but it is a ATX board. I got it for $70. Maybe you could get that or a MSI killer, also ATX for similar price. Good luck!
