I'm just gonna ask if this build is okay.

 

CASE = Tecware Titan USB3.0 Mid Tower Black

CPU = Intel Core i5 6600
MOBO = Asrock B150M Pro 4 Hyper 
RAM = Corsair Vengeance LPX 4x4gb 2133 16gb 
PSU = Corsair CS650M 650W 80+ Gold SEMI Modular Power Supply 
HDD = Internal Western Digital WD Caviar Black 1TB 
GRAPHICS CARD = Galax GTX 1060 EXOC 6GB DDR5

First, you can install faster ram, but if something doesn't support the ram speed than the ram will just run at a lower speed. Also, ram speed makes little to no difference unless your doing some heavy duty workloads or overclocking/testing. Second your cpu doesn't support anything above 2133 according to intel Ark so the faster ram won't do you any good because the cpu doesn't support it, unless your doing overclocking. I would suggest you purchase 2133mhz and save money on it. Loading or saving speed depends more on your SSD/HDD not RAM. If you want a quick computer get an SSD, otherwise you're throwing your money away. At least get  a 128gb SSD to install your OS to it and than get a HDD to use for storage. You don't need a 1TB SSD, try doing something like 128gb SSD with a 500GB HDD. It might end up costing you about the same, but the difference in performance will be huge.

The Samsung Pro 128GB is usually really expensive.  If you can find a 240-275GB SSD for the same price it would be better.
