does a dip FPS cause input lag?

Input lag is totally separate. It's determinted by your device (monitor i'm assuming) where as your fps is drawn by your GPU

Input lag is the amount of time it takes for an input to be registered while fps is just the number of frames rendered by your gpu, so they are indeed different however both can make controls feel laggy (just for differing reasons)

Yes. Disable vsync, that may help.

Yes it is the same however let's say you have a frame rendered then you put an input in, the amount of time it takes for the frame with the action to render (or end results of said action if fps are really slow) depends on the fps
