unfortunately this problem requires a bit backstory (and by a bit i mean a lot). about a month ago i upgraded from a gtx 950 to a 1080. a little before that though i upgraded from dual monitors to 1 over 3 monitors all 1080p. triple monitor gaming actually ran quite well with my 950 achieving 78 fps average on high settings with medium/high settings with Bioshock infinite(don't ask me how cause i have no idea). with the 1080 you'd think all would go well right? it did for a while clocking at 2126 OC and maxing out tw3 settings and still achieving 58 fps average with triple monitors. then came a day where after restarting my computer i come to find out it wouldn't detect my gpu. so after digging into the problem i found out my GPU wasn't all the way in the entire time I've been using it (again don't ask me how i never noticed). i use it for a few more days until out of nowhere going triple monitor acted weird. using each monitor as individuals are fine and work exactly as intended but when switching to Nvidia surround suddenly everything acts very weird. when playing any DirectX based game even the loading screen gives me >5fps. mail and calendar no longer work either. the taskbar is also center screen but brings up notification menu and windows menu on each respective side. after checking my GPU clock speeds during games it never seems to go above the base clock of 1683 and almost never uses more than 90%. notice earlier i mentioned specifically DirectX? that's because while benchmarking with heaven and valley as well as playing non-DirectX games such as DOOM 2016 everything runs perfectly. I've tried everything to fix this such as ensuring max power settings are being used as well as reinstalling the driver. i even ran Malwarebytes and that came up with nothing. again everything works perfectly normal without surround enabled so i doubt this is a DirectX issue. i will answer any question you ask as i do really wish to get this solved. Your CPU shouldn't be an issue then... Uninstall old drivers with DDU and reinstall the drivers from Nvidia's website

like i said i tried that. again everything works exactly as intended without surround. hence the title. I'm stumped. plus i just updated to Nvidia's latest driver today

Wait, so you are getting issues with your FPS ONLY with surround?

There is an old bug with surround, Every monitor MUST output same resolution at same refresh rate or surround will behave weirdly. Check every monitor to see if the resolution and refresh rate is set at the same amount for every monitor. 

 

On the other side, to see why the GPU is not boosting up, check in GPUz, the PerfCap Reason, maybe you are hitting a vRel, TDP or Temperature threshold.
