Hi,

 

When I start any 3D application my GPU would not work with the his full potential and the temps stay the same as in idle(45°C). The GPU Usage however goes well above 50% but my FPS hover around 1-5.
Restarting my PC fixes it sometimes but it will happen again eventually so I'm looking for a more permanent fix.

My specs:

 

ASUS M5A99X Evo

AMD Phenom X4 965

8GB DDR3 Ram

GeForce GTX 570 (msi)

Windows 10 Pro 64bit

It isn't, everything worked fine for 5 years and both have similiar benchmark scores.

With 3D applications I mean everything my GPU needs to render in 3D and everything runs at low FPS even Counter Strike 1.6 one the lowest settings.

Updated drivers and checked for any viruses.

I think it maybe the dust on your computer? Try cleaning it with compressed air  because not cleaning it for a year or two can really slow down your performance.
