Linus literally says the opposite of what you're saying. The edge moves faster than the center, meaning the head can access data faster at the edge of the platter than near the center.

By default the first block is on the outside, and the last block is on the outside.

 

If if you format a new drive with new partitle table and  make a 100gb partition, it will be the fastest 100gb

Guy above just explained it. Disk part>clean formate the drive for maybe 25% of the drives capacity (or less depending on how much spend you want) and then this partition will be the fastest.
