You connect the HDD with Windows 7 onto your computer.

Start up Windows 10.

Located your Windows 7 HDD in This PC >> Device and Drives

Right-Click on the Windows 7 HDD >> Format

 

** !! Formatting will completely WIPE your HDD. Make sure you back-up all the data that you want to keep before proceeding !!**

Why would it require deleting System32 first? Formatting deletes it anyway.
