400fps don`t feel smooth with 2nd monitor in use.

Hey Guys, I have a little problem with csgo. Whenever I play it normal it is smooth af. (~380fps and 144hz monitor). (I play 1080p, fullscreen window). But when I open a video on the second screen, csgo looks like it is running at 60hz. I still got over 350fps but it isn`t smooth at all. I tried with Google Chrome, Edge and Mozilla. Different brwoser, same result. Somebody got an idea why that is?

edit: Specs: i7 4790k(4.4Ghz), GTX 1060 Asus 6GB (2135mhz), 8GB DDR3 Ram 1866Mhz

I have noticed this issue with other games. I think it has to do with the video only runs at a rate so the computer just makes both monitors mirror that slower rate. I dont know why this is the case but I have noticed it. My monitors are only 60hz and even I can tell when there is a slow down when watching movies and playing games.
