Windows must still be booting from your SSD. Make sure you are booting from your HDD. Then it should work.

if i understood correctly. the ssd is a boot drive (has windows on it) you copied the whole thing to a hdd. now you are trying to format the ssd with windows still running of it? this will not work. you have two options:

A) Get a windows dvd/usb and just format the drive then clone back from the HDD

B) Set boot priority in BIOS to the HDD so windows will run of it and right click SSD and format then clone back

 

I dont know what you are trying to do because usually when you want to format a boot drive windows is not working properly and you want to fix it/make a fresh start with everything running smoothly.

If you cloned the drive boot from the clone hdd, and then format the ssd.
