troubleshooting Help with 960

My friend is installing a gtx 960 in his computer and he is getting "please power down and connect the pcie power cable to this graphics card" and i have no idea please help thanks.

He has a  Thermaltake - 430W TR2 ATX Power Supply - Black fyi

Well.. did he plug in the pci-e cable?

Well does he have the pcie connected to it?

He has all of the power cords plugged in and the fans are spinning so its odvioulsy getting some power
