if its under 100% load and thats the only time it gets that hot thats fine

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

80C is fine if it hits 90C then start to worry.

 

Most likely your antivirus is using up the cpu scanning the files that are downloading.

In that case high temps are pretty normal. Consider throwing down $30 for a decent air cooler.

Having issues with a Corsair AIO? Possible fix here:

Are you getting weird fan behavior, speed fluctuations, and/or other issues with Link?

Are you running AIDA64, HWinfo, CAM, or HWmonitor? (ASUS suite & other monitoring software often have the same issue.)

Corsair Link has problems with some monitoring software so you may have to change some settings to get them to work smoothly.

-For AIDA64: First make sure you have the newest update installed, then, go to Preferences>Stability and make sure the "Corsair Link sensor support" box is checked and make sure the "Asetek LC sensor support" box is UNchecked.

-For HWinfo: manually disable all monitoring of the AIO sensors/components.

-For others: Disable any monitoring of Corsair AIO sensors.

That should fix the fan issue for some Corsair AIOs (H80i GT/v2, H110i GTX/H115i, H100i GTX and others made by Asetek). The problem is bad coding in Link that fights for AIO control with other programs. You can test if this worked by setting the fan speed in Link to 100%, if it doesn't fluctuate you are set and can change the curve to whatever. If that doesn't work or you're still having other issues then you probably still have a monitoring software interfering with the AIO/Link communications, find what it is and disable it.

What's your mobo and cooler?

Zebronics Bijli and default intel cooler , i was installing mafia 3 at that time.

That's your PC manufacturer, not you mobo. Your mobo is an Asus B85... something. I wanna know what that something is.

Go into the bios, Advanced Mode -> AI Tweaker -> CPU Core Voltage. Change it to manual and dial in 1.15v on the new options that's going to show up. Run a stress test and check for temps / voltages, now your PC should be doing fine.

You have 632V going to your 1060 how??? Something is terriblely wrong here. 

 

As well as a cpu #6? I5 4570 should only go up to cpu #3 denoting four cores.

Sometimes, they show up as core 0, 2, 4, 6 rather than 0-3.

I don't have a gtx 1060, But it should be in the vicinity of 0.7-2V for pretty much any normal gpu.

 

It most likely is an issue with drivers, or the hwmonitor reading it incorrectly though.
