Alright, so this issue has been ongoing for quite sometime. I have tried everything that I can personally think of to remedy the situation and I am now completely out of ideas. You guys have been very helpful in the past, so I have come here again seeking help.

 

This issue all started back in late August when, seemingly out of nowhere, my PC got stuck in an infinite boot loop. This happened suddenly with no provocation whatsoever. My motherboard at the time (MSI Gaming 5 z97) was giving me debug code 03 (Northbridge Init) right before it attempted to boot again. After this happened I took it apart and reseated the CPU, RAM, cables, and GPU, then attempted to power on again. This time I got code 26 (Southbridge Init) with the same infinite boot loop. I was convinced that I had a damaged part and assumed based on this that it was either the CPU or the motherboard. Not sure which, I sent in both for RMA requests. Fast forward a few weeks and I have a NEW CPU and NEW motherboard. I attempt to power up after reconnecting everything and now I am not getting a post, also the onboard debug leds on the new motherboard display nothing. This made me consider that possibly I had gotten a defective replacement motherboard, so I purchased a brand new board on Amazon and got it rush shipped. Put everything together, same problem, no post. I have verified that the monitor isn't the issue, and have been using onboard graphics for these tests. I have tried just about every common troubleshooting step I can think of and still no results. I was hoping someone here might be able to give me direction as to what part to examine for a failure.

Intel 4690k CPU (RMA replacement)

MSI Gaming 5 z97 (original), MSI Gaming 7 z97 (RMA replacement), MSI PC Mate z97 (Amazon purchase)

HyperX Fury 16GB (2x8GB) RAM

Gigabyte GTX 970 G1 Gaming

EVGA SuperNova 650W PSU

WD Black 1TB HDD

Samsung 850 EVO SSD

Cooler Master Hyper 212 EVO cooler

Fractal Design Define r4 case

I can eliminate the video card since I have been doing these tests without it entirely with just the onboard graphics. The system does have windows 10 installed but I can't even choose boot media since I can't even reach the BIOS. Could An SSD cause this type of issue?

No, that would not be the SSD. Your best bet for fixing that issue is resting the board by shorting the cmas battery. If possibble, flash to the newest bios, but that might be impossible in your situation.

It sounds stupid, but are all power cables connected? sometimes you miss that when re-assembling

Try putting windows on a usb stick. plug that stick into the motherboard. Boot up the pc while holding down C on the keyboard. With any luck, it should ask if you want to boot from a usb device.

No offense but attempting to flash the bios on a system that is unstable is a REALLY BAD IDEA as it could turn the board into a paperweight as now the bios would be corrupt and since the bios chips are now laser soldered into the board it will be toast! Self inflicted damage!

 

For the record it is a CMOS, and you do not "short out the battery"! You "clear the CMOS!"  and by no means does it involve "short out the battery". Shorting out a battery is a bad idea also. The devil is in the details. One needs to be SPECIFIC about operations when explaining them to some one else in the process or rendering assistance, otherwise you look like an idiot.

I'd think the bios is ok since I've tried on 2 separate boards and one has a dual bios chip

Perform some basic diagnostics using a "trouble tree"

  1. Does reboot happen immediately or while loading windows? If reboot is immediately  (prior to bios display) then there is a hardware issue and go to step 3, if system begins to load O.S. and then reboots go to step 2.
  2. Unplug the O.S. drive and boot system. Does it stay on without rebooting? let me know
  3. Unplug ALL drives and other hardware except monitor, keyboard and mouse and boot system. Does it stay on or reboot? let me know.

After backing up and re-reading all of the posts I see that you cannot reach the bios. unplug power supply, turn on pc with no power plug connected to the wall, perform a proper clear CMOS, Remove video card and anything else in all of the slots. Unplug all of the accessories Remove all of the memory except for 1 stick and have it installed in the slot closest to the processor. Plug in a keyboard, mouse and the monitor to the interface on the back of the motherboard. (You will be using the intel 4600 graphics incorporated in the processor for the display) Plug in the power supply and boot up. Does the system reboot or stay on?

have you tried windows repair ?  using USB or Disk as boot and repairing the partition ? maybe a driver or partition went bad on the older board.

 

New board : front pannel correctly plugged ?

New board : tried booting with only CPU and OS hard drive plugged ?

Poster states he cannot even get into the bios before it restarts.... how would one be able to perform any type of repair when he cannot get past the bios screen? Teach me something new............

on his old board. If I read correctly his old MTB has boot loop so he bought a new. Since drivers won't work unless it's the same model I asked OP if he tried this on the old board before moving on to the new
