Define "combine". If you mean having both working on the same PC, yes. Your software has to support using the 2 GPUs at the same time, though.

It's possible, but don't even bother. It'll actually decrease performance rather than improve it.

There really is no use in cases were the PhisX card is a severely less powerful card.

Not necessarily. Considering the performance of a GTX 960 there should be a performance boost using a GT430 as a PhysX card. Its similar to using a GTX 650ti OC 2GB as a PhysX card for my GTX 970. Despite having the 650ti on the motherboard's PCIe x2 slot (x16 length, only in x4 with the middle 2 PCIe slots disabled-I really don't like using mATX motherboards) I saw a significant boost in performance.

Loading PhysX on a dedicated card, offloads 100% of the Physx load from the main GPU to the PhysX card. As such, there is a limit to how weak your second GPU can be before the main workload needs to wait for the PhysX workload. This means that performance gains (or loss) depends on which game you are playing, and at what settings you are playing.

 

A GT 430 has less than 10% the Cuda cores of the 960, and has a bit bellow 25% of the memory bandwidth. Very rough math, this means that the PhysX workload needs to be about 10% of the total workload. Sure, you can find a game out there where the 430 gives a boost at the right settings. But generally, the 430 will slow down the 960.

The GT 430's cores are also significantly slower, in terms of clock speed and IPC. Running a dedicated card for PhysX is almost a moot point. Sure, there is a wide array of games that support PhysX, but not many of them support GPU accelerated PhysX due to NVidia locking down the technology.
