First you'd want to make sure all network connections between the computers actually get a gigabit connection. In windows you can find it under Network and sharing center -> Network connections -> Ethernet status.

Then you indeed want to make sure your computer can handle the data rates.

For that you could build a temporary RAM drives to make sure the storage speed is not limiting the transfer.

(I have confidence in your googling skills so I won't post a link here)

 

When you confirmed you have a gigabit link and you then tested it via a RAM drive on both ends and still got a 10MB/s, then we start troubleshooting.

You have a bottle neck somewhere in your setup. Do What @U.Ho suggested, if still running into issues let us know how you have the device connected, the Nic cards models, what type of cabling you are using, any hubs/switches or other device you have connected between the two devices will be useful to know the models.

Make sure you have all Gigabit interfaces as well as Cat5E or better cabling.

That 10-11 MB/s is only 100Mbit/s transfer rates, so one of the cards/switch/router etc is only realising a 10/100 connection, so as above says, check the cards in both machines to see if they are getting Gigabit... if they both are, then it must be the switch/router that is limiting the connection/transfer.

Also make sure the cable is good. For gigabit speeds, there has to be four pairs of wires and each wire in the proper location in the jacks.  If you didn't buy a ready made patch cord cable from the store, buy one.

With gigabit network cads, you no longer need special ("crossover") network cables to create the connection between computers, the cards are smart enough to figure things out.

The cable between computers needs to have the wires in the same order at both ends, either both ends have to be T568A, or both should be T568B.
