nononononononono. Change the processor/board to an i5 4670K/Z87-GD65 Gaming, drop the Titan for 2X R9 280X, an R9 290X or 2 GTX 770 4GBs. 8GB RAM, and W8.1

 

X79 is not for gaming, it's for work. A Titan is nowhere near worth $1K. 8GB RAM is enough. And Windows 7? Get Windows 8.1 and a Windows Aero mod for it.

What should i be getting?

i would say get what you want, but a big case like the 750D and a cheap little cpu cooler? maybe go for a swiftech h220, corsair h100i or even a custom loop

Is water cooling a hard thing to do?

maybe if you do it for the first time, but you can always go with an closed loop system like a h100i. its prefilled you just have to mount it.
