How exactly does the Nintendo 3DS region locking work?

So does anyone on here have any experience with this? I assume if I order a 3DS from the UK, the only problem I'll have is with the power adapter. But will it work exactly as if I bought it here in Finland?

 

I can get a new 3DS and Pokemon Y for over 25€ cheaper if I order from Amazon UK believe it or not, but I just want to be absolutely certain it will work.

 

(Closed, I don't know how to do it properly. Help with that if possible.)

(One of the less expensive local retailers got stock and I bought it there.)
