Need help with google drive

My understanding is that Google Drive doesn't sync other folders on PC. It syncs folders and files which are placed in the root Google Drive folder on PC. So you can't set folders outside Google Drive folders to be synced. You must move those files and folders into Google Drive folder to be synced. Did this make any sense? Tested on Win7.
