how to decide what to set it to

Try and see what's quiet enough for you and keeps temps in check. Under ~85c at load is good.

Something that starts low and ramps up at higher temps is what a lot of people do.

You could run a stress test like Unigine Valley.

Do you need to have LED screen for it? There are like ton of them, including this https://www.amazon.com/Kingwin-Multi-Fan-Controller-Individual-FPX-005/dp/B00P2PNOJM/ref=sr_1_7?s=pc&ie=UTF8&qid=1474632126&sr=1-7&keywords=5.25+fan+controller You aren't going to get much functionality with that budget. It will be just controller with knobs controlling amount of voltage supplied to fans.

But tbh, you can't get true smooth control with DC fans.

it is hard to decide which one of all the option you give did you look at the video

I did but it didn't sound that different from normal fan noise. My own PC makes more noise which most is because of PSU fan.

There isn't some one fan curve. I have made mine so that I have max % of rpm and it won't go over that. Also I have min rpm but thats just to keep fans running all the time. Min being 10%, max being 80%.

I use Speedfan for all fan controlling. Gigabytes own software for it wasn't enough. Their premade profile for silent was closest to what I was looking for.

You don't have much options. Know to min is 5V, knob to max is 12V. Turn it and test where is best loudness for you.

what do  I watch for whil ajust it to make sure my pc do not over heat

and I put the cpu fan on it too

DON'T put CPU fan on it. Its meant for case fans. Mobo auto-adjusts CPU fan anyway. You can turn all case fans to min without worrying overheating. I've done it with previous case and this one. Both had knob controllers. Won't overheat anything. If you want to look for temps, then do. Most people get controllers for the noise, not temps.

why it seem to work so well for the cpu fan I got less nose at idle when the cpu fan was not ajust the fan speed even tho I set it to silnet option on the mobo

what temps are ok is 50c ok for cpu

Well, if you are happy with temps like that. Just keep in mind that you need to manually bump speed if CPU temps go high.
