Run a defrag. Get a ssd if you can.

Maybe the hard drive is failing? One of mine just died last week :(

Try to repair sectors and broken files.

How do I do a defrag?

It could be a virus or a system software error, did you get an update right before this happened or install new software?

Geforce Experience and Flash Player updated before it started

Can you activate system restore or is it too far gone to actually start up a program

Download crystal disk info and see if it reports errors.

let the PC idle for and hour and come back to it. maybe its trying to download windows updates or something. then restart PC and see if it still keeps sitting at 100 percent, or it could be your HDD is too slow and old, but then again in one of my old ass PCs i have a maxtor drive and that doesnt sit at 100% for more than 5 minutes but thats only when its running updates.

Have you seen the speeds? even a old 5400rpm drive should 20mb/s  or more.

then yea in that case i think the OP has to get a new HDD or spend the extra cash on a SSD.

WD 7200rpm blue or black drives, 850 line of samsung SSDs (they can be pricey though due to demand). Those are good options, blues are the better value btw.

Thanks just ordered a 500GB Samsung 850. Hopefully when I move some stuff off this hard drive, it will speed it up a bit.
