EDIT: BCLK maybe depending on the board, but only like up to 105-107 so not even really worth the instability, and time.

Unless I am mistaken, Xeon processors have locked multipliers but their base clock can still be altered.

 

However, when Linus tried to do that, he ran into some pretty bad shenanigans and decided to not bother.

Not all XEON's are locked.

 

LGA 1366 XEON chips can clock way above 4ghz with ease with a decent cooler, they are not multi unlocked but the motherboard will allow massive overclocks just like the Core i7's of the day.

Locked means the multiplier is locked,

 

those just show BCLK overclocking as the bus speed is over twice what it is normally which is 99-100.
