How long is a piece of string?

 

The answer is it depends on many factors. Which OS do you intend to use, which other hardware are you planning to use? Is it 4TB total usable space or 4TB disks you plan to use? Will it do anything else other than be a file server?

If you want to use it as NAS you dont need anything more than a Rasberry Pi :D

True but its cheap and if he doesnt need to copy from it 24/7 just once or twice a day its totally okay :) Or as backup for installs

Yeah, Raspberry Pi is the cheapest way to make a NAS. Some routers can do it too, but only with a one drive.

True, OR if you have some Android phone you can install Linux there and use it instead of Rasberry pi :P Thats what i am planning to do with my OnePlus One. ALready rooted it and installed Ubuntu. Now only the NAS part remains. But i probably wont do it through linux ill just install FreeNAS there instead :)

You can buy pretty cheap NAS like this D-Link 320L -click here-

Not really sure what you are trying to use it for I am confused by the "stop games" reference you made in your post...anyway, these have built-in DLNA® Certified UPnP AV media server. Stream digital content to....the PlayStation® 3, Microsoft® Xbox 360™, or directly to a smart TV. Does any of that seem like what you need @kayotics ?

Sorry about that I was meaning to say store games but for very cheap and it won't be running 24/7 only on afternoons and during the holidays but thanks for helping me.
