Choosing between these 4 cards.
Since you're focused on the 960, which isn't a bad card at all (and yes the 1060 IS more powerful - better is subjective in this case as it's not about which "60" series card you should get).
Personally, only because I've used it and have seen its capabilities, especially for a "budget card" - I'd go for a nice 970. Though it does have the 3.5Gb + 500Mb = 4Gb "issue" it's still pretty powerful and capable no matter what anybody says about it - especially for the price you could get one for.
However, since you're sure you want to go GTX 960 - I did a little research and found this:

In my opinion, I think you're best bet is to go for the MSI 4GB or the Gigabyte G1 4GB (I happen to like Gigabyte, due to only having experience with their GTX 970 G1 and I love it to death). I doubt either of these cards will disappoint you, they WILL serve you well - but again I recommend you go for either of these two over the other models.
