You should see the BIOS splash screen. If you aren't, the system may not be POSTing, the cable isn't functioning, the port on the monitor(or motherboard/graphics card) isn't functioning, or you don't have the cable connected properly. 

 

Do you have a motherboard speaker connected to the motherboard?

Does your motherboard have onboard video?  If it does, and you've got the monitor hooked up to a different graphics card, you may have to hook it up to the onboard video long enough to boot into the BIOS and switch the primary video from onboard to the card.  Some motherboards do this automatically, but some don't.

I have the HI Audio connected to the proper port on the mobo.  I am not seeing anything - BIOS splash screen or otherwise.  I'll try to connect the S-VGA into the GSU instead....

 

But, I am not hearing any beeps either.  The fans are working, the lights turn on.  But that's about it, so far...

By GSU, are you referring to the graphics card? If so, remove that and plug the HDMI cable back into the motherboard, and try again.

if a graphics card is installed , the ports on the motherboard are disabled , some motherboards /usually server boards) allow for that not to happen

So the only way to run two monitors with this particular card is to have two graphics card?
