So my friend has a really low budget and he's asking me if this is okay for $225 canadian.

its really not even worth it at the price point, but if your friend has too then I guess so. If not tell him to save more for something at least around $300 or $400 that would be better

What motherboard? the video card is kind of weak. A Core 2 Duo can still handle games short of bf4/ Crysis 3

Yeah I was telling him to maybe spend more lol, however he was really eager to get one. He's only playing League of Legends, so I'm thinking maybe this is good enough?

I wouldn't know but if he wants to play LoL just have him save, that computer will not last barley any time, just tell him the best thing to do is save up $300 you can get a way better value at that price. I live in the US so I don't know how the pricing may be but I've seen plenty of build guides for $300 here that will run league good just look around for him and set a price for him to reach.

I will ask the seller about it.

If the motherboard is good enough(P35/P45 northbridge), he could overclock to 3GHz+ at which point it would be as good as an E8400 which is still capable of playing most games.

I'll ask him if he can spend 300-350 since I think it's possible to just build a brand new one with that amount.

A Q6600 is still plenty good, your friend could easily play new games even bf4. If he isn't saying anything about the motherboard, that's a bad sign. When it comes to Core Duos/Quads, the motherboard is really the most important part. It is responsible for overclocking, PCIe bandwith, sata type, and longevity. Both the 8800 and the GT 520 are pretty weak.

No, PCIe 2.0 is enough. Just make sure that the motherboard isn't PCIe 1.1. A GTX 650 would go perfectly with a Q6600.

You don't need Ultimate unless you want language packs, that is the ONLY difference between Ultimate and Professional.  I would go with Home Premium if you have a low budget.
