Hello guys and gals

I revived my 7990 this morning and have spent all day trying to get it to work. I uninstalled my old graphics card drivers and shut down then put the card it and everything seemed fine I booted up and installed the latest AMD drivers but later on when i restarted the computer it refused to enter windows everything starts up but the screen is either blank or cycles between red, green, blue and grey stripes.

Is this just a faulty card or a driver issue im not really sure i feel like ive tried everything. I dont think its a faulty card because every once in a while the computer will boot I even ran a full heaven benchmark so the graphics card seems fine.

Specs:
Windows 8

i7 4770k
8Gb Ram
256gb SSD
Asus Maximus Gene Vi
HD 7990

Update 1: The card seems to be working fine on my friends system

update 2:Got a new 750w psu still no luck

Update:

Switched to windows 7 and know i can boot to the OS now the problem is extremely low unigine scores, im talking 11fps - 30 fps on 1600 x 900 extreme which is just wrong. I have also noticed that in gpuz and catalyst only the second gpu is being used any ideas ?

From what I read on the AMD 7990 page the card requires a 750w PSU for a single card. That could be the issue, but I can't verify it without someone here who has one.

Do you have the AMD or a third party card?

I think that is a bit over stated.  It has 2 8 pin connectors so it won't be able to draw over 375W.

Yeah i have read that but Ive also read it only really needs 48 amps on the 12v rail and on bit tech a complete system seems to only use 511 watts real world(http://www.bit-tech.net/hardware/graphics/2012/12/07/club-3d-radeon-hd-7990-6gb-review/8) plus the issues don't seem like the problems you would see from not having enough power sent to the card

I understand what both of you are saying and all I was doing was offering advice to the best of my ability regarding this issue. I was covering the basics first as any one person should.

Since you've owned the card have you ever had it working properly?

Do you have access to another system which you could try the card with?

Even if you don't have another system to test the card with I would still RMA it. Its not working with your setup and it certainly sounds like a faulty card.

I had a similar issue with an HD4850 where it cycled colors and wouldn't boot into my OS.

unfortunately I dont :(

this says something for how quickly they tried to shoehorn something to compete with the 690 to where a lot of these cards are faulty.

The 7990 in question is just another non-reference design that AMD had no hand in. If you can't help could you please not post?

Here's a thought, but what connection type are you using? HDMI? DisplayPort? DVI? Also, if you have another cable or a cable for a different output could you try switching to one of them?

I put my old card in the main port and the 7990 in the second pcie port and I got the computer to boot when I opened gpu z is shows that the second gpu on the 7990 doesn't have a bios, it should look like this : http://www.itfiles.ro/wp-content/uploads/2013/05/AMD-Radeon-HD-7990-GPU-Z-Stock.jpg but my second GPU doesn't show any information so I think its a bad card.

Does flashing a bios void warranty ?

Certainly looks like a bad card.

Edit: Update us on your friend's attempt with it and if the same thing(s) occur then we'll know for certain that it is indeed the card.

So i gave it to a friend to try in his build, quick question when i used the card my mobo bios wound not display correctly is that a sign of a bad card or a bad motherboard ?

bad card as your graphics/disply is being rendered through the gpu. Unless you put the gpu in and then put your video cables into your mobo and tried to use something like vitumvp i doubt your mobo is bad. Especially if you had a different gpu in there before that worked fine. Also i believe bios flashing does void warranty but if you flash the correct bios they will never know the difference unless the gpus have a flash counter....or you mess up and ruin the card....
