Has a 75Hz refresh rate which I'm sure the 1070 is capable of. Goes for about $340 so it's actually less than you're budget and you'll save money. It is a TN Panel so if the quality of content is what you're looking for there is an IPS model for about $10 more but it does have a 144Hz refresh rate but a 5ms response time.

Wanting to have a decent monitor between 400-500 I can save up a couple months and game on my tv to get a xb271hu or rog swift but really not an expert when it comes to monitors
