That is only 46.9 KBps! That is extremely slow... With that speed you could only use DropBox with tiny files such as text documents. Skype would drop a lot and the audio would be robotic.

That is at the level of 2G... 10 times slower then 3G... 100 times slower then 4G...

 

If you are okay with 2G then go ahead :)

that speed would be best for browsing right? for smaller dropbox files and voice/text with Skype should be great. and 386kbps was faster than my first broadband which I used for downloads gaming, Skype etc...

I would recommend getting at least 2mbps for decent experience.

I would say set a budget and see what she can get within that budget. There's no point in getting a magnificently slow connection when one 10 times faster is basically the same price.
