Latency is how long it takes for something to respond, that's all. For example:

 

Internet latency is how long it takes when your computer sends out a ping message and for the response to come back from the server.

 

Drive latency is how long it takes for a program to get data from the storage drive.

 

Input lag is how long it takes for some input (mouse movement, keyboard button press, etc.) to actually show up on the display.

 

RAM latency is a little different though. Since RAM needs to be refreshed, latency includes the refresh steps because the RAM won't do anything until it's done refreshing.
