Wallpaper question

Is there a way to make my wallpaper a web page? i think there was some kind of option in earlier version of Windows but I'm not 100% sure anymore.

 

BTW I want this as my wallpaper...

The active desktop feature has been removed since vista. Third-party alternatives are available.

Not sure but iirc, you can have animated backgrounds for webpages.

3) In the Files Of Type box, click Background Files.

4) Click the .htm file you want to use as the background, and then click Open.
